Contract Specialist, GS-1102-12, with 9 years administering federal service and supply contracts. Warranted to $5M. Specialized Experience Alignment

Federal salary is far less negotiable than private-sector pay, but it is not fixed. The lever is step placement within your grade, not the grade itself: agencies can approve a superior qualifications appointment above step 1, and the request is far more likely to succeed when you document a current salary or a competing offer above the step-1 rate. Ask before you accept, in writing, and cite specific evidence. Locality pay is set by duty station and is not negotiable at all, so a remote-eligible position tied to a low-locality duty station can pay meaningfully less than the same grade in a metro area - confirm the duty station in the announcement before you invest in the application. Also check the promotion potential line: a GS-9 with promotion potential to GS-12 will reach roughly $95k without competing again, which frequently makes it the better offer against a terminal GS-11.

How long should a federal resume be?

Three to five pages for most positions, and longer for senior scientific, medical or supervisory roles. This is the opposite of private-sector advice, and the reason is structural: an HR specialist has to verify from your resume alone that you meet a written qualification standard. Detail you cut is evidence you removed. Give the last ten years full narrative treatment and summarize older positions in a couple of lines each.

What is specialized experience and why does it decide everything?

Specialized experience is the paragraph in the announcement defining the exact experience required at that grade, and the rating panel scores your resume against it element by element. If it lists eight duties and your resume evidences five, you are rated ineligible no matter how obviously capable you are. Treat that paragraph as the outline of your resume and mirror its language directly.

Do I need to include hours per week and salary?

Hours per week is effectively mandatory - federal qualifying experience is calculated in months at a stated weekly commitment, and experience without it may be discounted or ignored. Salary is expected on the USAJOBS builder and is worth including on an uploaded resume too. Supervisor contact information is customary; you may mark 'may contact: no' for a current employer without penalty.

Can I use the same resume for multiple federal jobs?

You can, but it is the second most common reason strong candidates are rated ineligible. Specialized experience wording differs between announcements even within the same series and grade, and you are scored only against the one you applied to. Keep a long master resume with everything in it, then tailor the summary and the leading duty paragraphs for each announcement.

What GS grade should I apply for?

The general rule is one year of specialized experience at the next lower grade level - a GS-12 announcement usually requires a year of GS-11-level work. The trap is that the standard is about the level of the work, not the length of employment, so a year in a title does not qualify you if the complexity and authority were lower. Also check the promotion potential line: a GS-9 with potential to GS-12 often beats a terminal GS-11.

Does veterans' preference guarantee me the job?

No. Preference adds points to your rating or places you in a preferred category on the certificate, and it only applies when the required documents - DD-214, SF-15 and any VA letter - are attached to that specific application. It does not substitute for meeting the specialized experience requirement, and preference operates differently under merit promotion than under delegated examining announcements.

Should I use the USAJOBS resume builder or upload my own?
